Fuel Storage Facility Response Plans

To address U.S. Coast Guard and EPA requirements, EBSC Egineering provides fuel spill prevention and response planning support for bulk fuel storage facilities throughout Alaska. We work with members of tribal councils, school districts, native corporations, and government agencies on drafting Spill Prevention, Control, and Countermeasure Plans (SPCCP), Facility Response Plans (FRP), and Operation Manuals (OM) for bulk fuel tank farms.

Example Project:

Fuel Storage Facility - Kipnuk, AK

Project Need:  Erosion by the Kugkaktlik River threatened the 245,000 gallon fuel storage facility in Kipnuk, Alaska. In addition, prior modifications created leaking fittings and significant safety concerns at the facility.  The U.S. Coast Guard and U.S. EPA required the facility owner to update their spill preparedness and response documents to meet current Federal requirements. Furthermore, the 245,000 fuel storage facility was experiencing safety issues caused by changes in the delivery and dispensing of fuel. 

EBSC Engineering:

  • Drafted a Facility Response Plan (FRP), Operations Manual (OM), and Spill Prevention Control and Countermeasure Plan (SPCCP) to address current federal requirements.  
  • Addressed U.S. EPA and U.S. Coast Guard comments and concerns in addressing federal requirements for the approval of the spill prevention and response planning documents.
  • Worked closely with the owner/operator to make cost effective improvements to eliminate high-pressure leaks and significantly improve the safety of the facility.
  • Provided digital archiving of required documents and site photographs.
